Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-point plan for resolving the conflict appeared – temporarily – to have been defused. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its response: an extensive attack of rocket attacks on Kyiv.
The Cycle of Peace Talks and Military Action
The succession of contrasting events captured the harsh reality of the outgoing year. By day, diplomatic battles are conducted: positive announcements are released from different nations. Immense energy is devoted on restraining certain initiatives. By night, Russian leadership forcefully demonstrates the world that, for them, conflict continues to be the main instrument for achieving "peace".
After-Dark Attacks
As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is capable of detecting projectile deployments from Russian territory, a capacity enabled by up-to-date information. From vantage locations, military aircraft that had been deployed to counter approaching aerial threats flew past – advanced fighter aircraft provided to Ukraine by European allies.
Moments later, Kyiv's missile defense thundered: several firings deployed against a Russian ballistic missile. This was a modern interception technology at work, probably delivered by allied countries. Every launch shakes the surroundings, rattling buildings. The brief panic quickly gives way to sober acceptance: perhaps the incoming missile won't strike its target this time, protecting urban areas from catastrophe and additional electricity failures.
Ongoing Risks
Soon after, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a mobile-fire group – almost certainly Western-made equipment. Unfortunately, the bullets missed the enemy aircraft – it pressed on overhead toward its target.
Periodically, this carried on until dawn. Kyiv faced the daybreak reports: several casualties, destruction and heating outages in numerous residences as a result of the night's assault. As typically, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that regional partners are clearly incapable to fill in the immediate future.
Failed Diplomacy
The detailed framework from Washington generated strong feelings, controversy and serious worry – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new initiative from American administration adheres to the identical sequence: a negotiation push against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, certainly, continue.
Strategic Calculations
It is easy to blame particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the whole story. American leadership works based on a premise well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The White House presumes that it is impossible to force Russia to abandon the areas that it already controls in Ukraine's south or east.
The challenge is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through words or deeds, from thinking that the status quo will not shift further in its benefit in the near future.
Divergent Views
Therefore, the Kremlin is confident that time is on his side – that Ukraine and its supporters are coming close to fatigue. Their reason to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will continue as long as Russia's leader remains completely certain in the result.
On the contrary, Kyiv believes that Ukraine can still hold out, gradually sacrificing people and territory but averting a entire defensive failure until conditions improve in its advantage.
Existing Situation
Factually, there are no real preconditions for a ceasefire. Now, individual motivations are coming into play: leadership ambitions to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their task will now be much harder after recent developments, it remains quite doubtful that this will change their overall approach.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a only one week to eliminate the 28 points of the current initiative. Assertive and inconsistent approach of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of diplomats, and finally, current information leaks, all did their job.
While new plans based on previous concepts are approaching, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and demonstrate specific hesitation to change the course of events, if they maintain solidarity and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
